　　二是真心实意、用情用力。问需于企、问效于企，开通服务企业的“快速通道”和解决问题的“绿色通道”，全省有3万名干部包联52.2万户企业，解决实际问题1.78万个。全面推行包容审慎监管执法，为经营主体留足“容错”“试错”空间，累计办理包容审慎案件31万余件，彰显了执法温度。出台系列惠企政策，利用“全省事”APP精准推送，实现政策“免申即享”“直达快享”。

　　三是马上就办、办就办好。依托数字政府建设，优化政务服务模式，同步推进多项“高效办成一件事”，在全国率先完成“退休一件事”集中攻关和创新示范，退休办理由过去30个工作日到现在只用10分钟就可以办结，这是一个历史性的跨越。推出涉及公安、民政、人社、医保、交通等便民应用500余项，大大缩短了办事环节和时限。

　　四是守信践诺、有求必应。健全完善诚信履约机制，持续开展“新官不理旧账”专项整治，全面清理拖欠民营企业账款，对损害政府诚信的行为一律严肃查处。充分发挥12345便民热线“总客服”作用，群众及市场主体有需求，政府各相关部门第一时间回应解决，使经营主体和群众的“急难愁盼”事项事事有回音、件件有着落。
